If not, go talk to a different one if you can, and try the busy one later. Some quests require dialogue with multiple NPCs and there are often not many NPCs available, so it can seem bugged if they are "busy", but they will eventually talk with you. |

Walkthrough Part 1
To start the mainline quest, you must head to Black Cross Department located next to NCR. You need to click on the fence while wearing no armor or weapons and with an empty inventory. Once you are inside, head into the only accessible building in this area, straight ahead. Talk to the guy behind the bar, BCD Recruiter, and accept his offer to speak with his boss. Once downstairs, speak with the boss, Jason, and accept his offer to join. He will send you on a mission to deliver a message to 3 faction outposts, the brotherhood of steel, the enclave, and vault city. It doesn't matter which order you complete them in.
Head to the brotherhood of steel outpost located near the Brotherhood of Steel(ZONE 18,29). Once inside, speak to the guard at the front gate and try to gain access. He will try to solicit a bribe from you, either pay him 500 BOS currency or, with a high enough speech skill, intimidate him to let you inside. Either way, once inside, speak to the BOS member wearing a power armor. Upload the message finish the dialog and leave.
Head to the enclave outpost located near the tobacco farm, west of the boneyard (ZONE 26,44). Speak to the guard at the gate and offer to clear the geckos plaguing the base. Head towards the north end of the base and take the platform elevator down to the basement. Once down stairs, clear the 18-20 geckos in all the rooms. As the geckos cannot open doors, be sure to check each room for any missing geckos. Once you kill them all, the message " Killed all Geckos, should back to Snookie " will display. Head back and tell Snookie/Jen you are done and be transported to the leader. Speak to the leader in the next room and explain why you are there. Upload the message to to terminal, finish the dialog and leave.
Head to the vault city outpost located south of Gecko (ZONE 32,5). Talk to the guard, he will tell you the generator is busted. Offer to repair it and he will attempt to send you off to Vault 8 to get some parts. If you have enough repair skill you can convince him that you know what you are doing and he will let you in without the parts. With a Super Tool Kit in hand, you can use it on the generator at the north end of the base to repair it. Afterwards head inside the main building to speak with the Vault City agent. Explain why you are here, follow the dialog through, then upload the message. After finishing the dialog with her, leave.
Return to the Black cross department without anything in your inventory. Talk to the guy at the bar, head down stairs, talk to Jason, tell him you are done. He will ask you to deliver one more message for him with the NCR. Accept it and leave. He will pay you 25,000 caps (yay...) and about 20K experience. Head to the NCR outpost. Note: Do not head to the town of NCR. Find the NCR outpost just to the northwest (Zone 32,24).
Walk up to the door guard and try to get inside. He will begin a long rant trying to prove you are wasting your life because you don't belong to a faction. Stay cordial, eventually he will flatter you with a comparison to some junkie that's giving the base trouble. You can either go chase him off, or with enough outdoorsman skill, suggest that they reposition their patrol routes to better guard the area and stop the homeless from squatting. Either way, it works, go inside and walk your way to the NCR Agent. Deliver the message and follow the dialog through. Once you are done, head back to Black cross department and find your way to Jason.
Turn in the quest and be rewarded 100,000 caps (almost enough to buy a can of soda) and about 24,000 experience. He will offer you another quest to help him become the new boss of the Black Cross Department. Take it and he will send you to two different locations, a vacation house and a greenhouse. Head to the vacation house.
Walkthrough Part 2
Walk to the newly available vacation house (ZONE 21,25). Look at this nifty little area! Search the bookcases for an assortment of trash and a key. Take what you want then head into the pin outside to use the ladder heading into the ground. Oh look, now you are in a secret bunker. Completely abandoned, its time to barrow this guy's stuff. Loot the lockers for an assortment of Tier 2 gear. Then, interact with the computer. With high science or repair skill you can unlock the computer. Now try not to get distracted by all of the fun games you can play on this computer, you got a mission to do. Read Abrahm's emails, going through each of Received/Sent/Deleted (not including the spam section). Once you have read these, time to leave.
Now head for the greenhouse near Area 51. Not bad looking right? Ok, the only task here is to head to the computer terminal in the master bedroom and exhaust all of the dialog options. Then loot whatever you want. There is a lot of tier 2 armor in the lockers. In particular, the desk in the bedroom has a handful of Tier 3 blueprints. The library also has a handful of skill books. The kitchen has some unique food items. Okay, you good? Time to leave. Head to the new area, the Black Cross Military Outpost.
Welcome to the Black Cross Military Outpost (ZONE 25,17). This place looks ominous. Head up to the guard and try to pass as if you belong. Surprise! You don't belong and on top of looking stupid, you are now knocked unconscious. You wake up underground next to guard who seems to be named "Door". Talk to him and then speak to Gregory in the next room. After speaking with him he will ask you why you are here. Choose to stay undercover and say that you are the specialist that was requested. With a high weapon skill (sg, bg, ew, cc, ect.) he will recruit you for a new task. Accept it, finish the dialog and enjoy your ~44K experience. You now have a new quest. You will need to wipe out a settlement causing problems and intercept 3 raiders encounters to retrieve their messages.
Walkthrough Part 3
Time to leave and head to the rebel outpost near your location (ZONE 27,19). The guard at the entrance will question why you are here. There is a speech check here, but I am unsure if it can be passed successfully as I failed it with a high speech skill. In any case, after this finishing this dialog, kill all the npcs on this map. This is not an easy fight for someone that is unprepared. Don't run in gung-ho, pull them out and slowly fight them if you are struggling. The guards can drop Tier 3 gear. Talk to the shopkeeper Russoe, he has some stuff for sale including about a dozen blueprints that he takes caps for.
IMPORTANT NOTE : I am unsure if this matters, but the computer in the building on the east can be hacked with a high science skill. I could not do anything here, but a future dialog referenced this moment so it may be important that you also do this. Once you have cleared the ENTIRE map, time to leave.
Alright, now this part is a little different. While walking around near the black cross military base, you will be encountered by a group with no name (You encountered: ) This is another hard fight for someone who is unprepared. About 12-14 ~200 hp guards will spawn in a circle around you using tier 3 gear. You are surrounded. Shoot fast and whittle them down quick. When you clear this encounter, a chat message of " Killed all Raiders here " appears and you are awarded about 16K exp. You have 2 more to go, and these fights cannot be avoided regardless of your outdoorsman skill.
Rinse and repeat. Walk in circle, get encountered by group number 2. This group is much easier as you are not surrounded, though there are a couple more of them. Most of the guards are using normal weapons so you may be able to tank these fights easy if you prepare for it. AOE damage such as rocket launchers will wipe the group in seconds. Survive the fight and get the message " Killed all Raiders here " and be awarded about 16K exp.
Can you guess what comes next? Correct! Walk in a circle and find the third fight. Same as the second fight, the group is all piled together and can be one-shot easily by an AOE blast. Wipe the group again, and be sure to clear ALL NPCs. You will know when you are good as each time an encounter is finished you see the message " Killed all Raiders here " and are awarded a lot of exp. So if you don't see the message, double check for a straggler hiding somewhere (bottom right corner). This time, as this was the third encounter, you get an additional message of " It was last patrol, I should back to Gregory " and receive about 42K experience.
Head back to The Black cross military outpost. Head up and talk to the guard, get knocked out again, wake up near Gregory. Talk to Gregory and finish the job. I would suggest telling him what he wants to hear. You killed everyone, found the holodisks, destroyed the computer, ect. Congrats you are now a member of the Black cross department. You receive about about 84K experience and no monetary reward (despite asking for one). Follow the dialog, he will give you another quest. Leave the area.
Walkthrough Part 3
Now, there is a location called Black Cross Labs near Navarro, where you are to help protect Linda (ZONE 11.17). Head there and enter the vault-like area. A man in a lab coat will talk to you, then you can head down to speak to Linda. While speaking to her, wait for her to completely finish whatever she is doing. Afterwards, she will ask you to intercept an FLC caravan. Your task will be to kill them all and loot everything so that it looks like raiders did it.
Head to the FLC convoy location, northeast of Broken hills (ZONE 31,14). Slaughter the entire group quickly, let no one live. If you do it correctly, a message will appear in chat that says " Now find that case " and you will gain about 18K experience. Loot the bodies and make sure you grab the item marked "Box". It has the same appearance as a drug case. Take it to the FLC base east of the den.
IMPORTANT NOTE Read this before continuing! Head to the FLC base 4 blocks east of the Den. Talk to Mathew, try to convince him you have news of the caravans. If you are like me, this will fail for whatever reason and you will be shot on sight by the FLC guards. WHOOPSIE. It appears a speech fail will make the guards hate you and now there appears to be no way to finish the quest. Don't fret because you can still fix this by returning to Gregory at Black cross military base! Here is how:
Run straight passed the guard and be teleported to the base downstairs. Wake up, talk to Gregory and cycle through his lines. For me, this ran me through the dialog about accepting the quest a second time, but after speaking with him again, he acknowledged I had failed my last task. Try to get another assignment and ask him how you can prove (pay for) your commitment. He will ask you to pay a fine of 200,000 caps for your mistake. Say you're sorry, bring 200,000 caps, pay the fine, and finish Chapter 1. CONGRATS, 260,000 experience points and a war perk are now yours. NOTE: Don't forget to use it as it spawns in your inventory!
This concludes Chapter 1 of the mainline quest. Chapter 2 should be available on patch 5.5.

I believe there are a few different possible war perks you can be awarded based on your dialog choices and success rates for your missions. If you follow this guide closely, you should end up with the same perk I did, Extra Sequence, though it may vary based on how you got here.
