Item luck is a value tied to a piece of gear that governs the initial rank of that item's perks, see the table below for details.

The higher the item luck of your equipment, the more likely you are to see high armor/weapon perk ranks when it levels up.

Once an item reaches the legendary perk, you can reset all of its gear perks by using the command ~resetperks, which permanently increases its item luck (reset bonuses stack).
