Roger

Roger is a merchant located at the Nuka-Cola factory in Salt Lake (40:3). If you bring him a suitable T4 part, he can upgrade your equipment for a price.

The exact cost of an upgrade depends on the type and tier of the item you're looking to improve; upgrading a T3 item costs 100,000 currency.

Note: There is a limit of one upgrade per item.
