Equipped armor gains experience as you kill NPCs or use Upgrade Parts on it. Upon gaining enough experience it will unlock new perks and their color will change.

The first three perks on tier 3 gear are always predefined. Some tier 4 items have random perks on the first three levels however.
The fourth perk you are able to choose by dialog window once you unlock it. Exception to this is when you level your armor by Upgrade Parts then perk will be random.
The fifth perk is always random.
The sixth perk (also called "legendary") is picked from different table of perks instead of the regular one. Legendary perks work against NPCs only.
Every armor can be upgraded by Roger to gain one additional perk, or by Cotsford in Vegas at the Wattz factory.

List of legendary armor perks

Advanced Defence +20% Damage Protection against NPCs
Powered Take 10 less damage from attacks of NPCs
Anty-Crit -30 to NPCs crit chance, -60 to NPCs crit roll
Nightmare Defence (Gifted) NPCs lose 2 AP when attacking you
Super Regen restore 25% of damage taken from NPCs as HP after 5 seconds

Rerolling

All perks on armor can be rerolled by Boyce in Junktown or Vault 8 (yes there are two of him). The cost is in local currency and matches the amount of experience it costs to get that level, except for the 4th perk which you can normally choose, and the one added by wattz cores or t4 parts. The rerolling is random, so expect to spend a bit before getting exactly what you want.

Armor Experience

Total amount of Experience required for equipment to level up depends on its tier, type and current level.

Total Experience Needed = Base Experience Needed * Experience Needed Modifier
